In the past Broadcasting Law Number 24 Year 1997, it was stipulated that private broadcast radio stations were allowed to do journalistic work.

IMLPC’s work for the advocacy on Broadcasting Bill to be made Broadcasting Law in stages and continuously was recorded in 4 (four) steps as follows: 
- Formulating & Discussions of the Broadcasting Bill to be made the Broadcasting Law
- Advocacy on the Establishment of Indonesian Broadcasting Commission (KPI)
- Advocacy on Media Legal Aid
- Monitoring on the Process of Fit and Proper Test for Prospective KPI Commissioners

The reform climate in Indonesia had opened up freedom of the press wider. Through existing media channels, people are free to get any information. Television is one of the means to build public awareness and participation. IMLPC together with the Press Council and the Newspapers Publishers Association (SPS) designed a program titled DEWAN PERS MENJAWAB (The Press Council Answers) in TVRI from July 2001 to 2002 with a big theme of “DIGNIFIED FREEDOM OF THE PRESS”. Along the course, this program underwent growth and changed, based on an agreement by IMLPC, SPS and TVRI, its focus theme into “Hello Indonesian Press!” under a big umbrella theme of “Freedom of the Press toward Honest, Fair, Transparent and Peaceful 2004 Succession”.
